You can use Gems to purchase an Event Pass to earn Premium Rewards as you progress in the Event.  This is in addition to the rewards you get for free.  If you purchase the Event Pass after already making some progress in the Event, you'll get all of the Premium Rewards for the tiers up to the point that you're currently at.
